The Global Institute for Women’s Leadership at the Australian National University is pleased to put forward a submission to the 2025 Productivity Commission’s recommendations for investing in cheaper, cleaner energy and the net zero transition.
Overview
While the Net Zero Interim Report is comprehensive in its economic and environmental scope, it lacks explicit gender analysis, gender-disaggregated data, and targeted measures to ensure that women and underrepresented groups benefit equitably from the net zero transition.
This needs to be addressed in the final report because:
- Climate change is a threat multiplier for gender inequality.
- Net zero policy must be gender-responsive to be effective and equitable.
- New Policy Proposals (NPPs) in Federal Government require adequate gender analysis and budgeting.
Our recommendations
- Ensure emissions reduction policies are inclusive and equitable
- Integrate gender responsiveness into energy infrastructure approvals
- Address gendered barriers to climate adaptation and resilience
